How to Setup and Use the Windows Vista Parental Controls
Step 1: Create an Account for your Child to Use
Go to Start>Control Panel
Click 'Add or Remove User Accounts'
Step 2: Setup the Name and the Type of Account
Type in a Name for your Child's Account
Click the bubble next to 'Standard Account'

Step 3: Add a Password to your Child's Account
Click the Child's account
Click the 'Create a Password' link
Type in the password you want twice
Click the 'Create Password' Button
Step 4: Enable Parental Controls
Click the 'Setup Parental Controls' link
Click 'Continue' on the Permissions Dialog Box
Select the account you want Parental Controls On
Click the Bubble next to 'On, Enforce Current Settings'
